Senegal: Civil Registry system modernization – NEKKAL programme

Within the framework of the NEKKAL programme financed by the EU, the execution of which is ensured jointly by CIVIPOL and ENABEL under the supervision of the Civil Registry Department of the Ministry of Territorial Communities, Development and Regional Planning, the objective of the project is to set up the National Civil Registry Information System (SINEC) based on the implementation of the National Civil Registry (RNEC).

The RNEC will be initialized by the indexing of civil records, supplied daily by all civil registry centres at national and consular level from the basic software for managing civil registry events, accessible to administrations producing and using civil registry data, interoperable with the biometric identity system of the DAF and equipped with a platform for offering services and information to users.

The strategy for implementing this centralized and secure solution for managing civil registry events consists of providing a pilot, an essential step for the validation of a national-scale solution, and skills  transfer aimed at gaining autonomy in the development, management, deployment and sustainability of the solution thanks to the creation of a co-development platform.
